Anybody who says they know what Google’s algorithms are is talking through their hats. However, the intent of the algorithm remains the same, somewhere in the region of 50% of ranking points or factors linked to off-page SEO.

It makes sense logically, they do not want to discourage organic and original content to fulfil searchers’ needs so to do that means the percentage of importance (POI) is as high as paid. Paid is just the icing on the cake for the search engines.
